Age Requirements
A person under 8 years of age may not operate an ATV on state-owned land.
A person 8 to 15 years of age may operate an ATV in Pennsylvania only if he or she:
- Is under the direct supervision of a safety instructor during a certified safety training course or…
- Is operating on land that is owned or leased by his or her parent or guardian or…
- Has completed an approved safety education course and has a safety education certificate issued by the DCNR or…
- Has a DCNR–approved safety education certificate from another state or a Canadian province.
A person under 16 years of age:
- May not operate an ATV on joint-use state or local highways, roads, or streets.
- May not operate an ATV on joint-use state park or state forest roads or drive an ATV across a highway or any street connected to a highway unless he or she:
- Has a DCNR–approved safety education certificate and…
- Is under the direct supervision of a person 18 years of age or older.
The owner of an ATV may not allow a person under 16 years of age to operate the vehicle unless the person under 16 years of age meets the above requirements.
